Producer responsibility in waste management

Producer responsibility obliges producers to organise the reuse, recovery or suitable treatment or disposal of their products and the wastes derived from them, and to cover the related costs.

Producer responsibility covers the following product types:

  • electronic and electrical appliances,
  • batteries and accumulators,
  • tyres from motor vehicles, other vehicles and equipment,
  • cars, vans and comparable vehicles,
  • printing paper and paper for manufacturing other paper products,
  • packaging 

The "producer" in such instances means the manufacturers and importers of the products; or where packaging is concerned, packagers and the importers of packaged products. 

Aims

Producer responsibility encourages manufacturers and importers to consider the whole life cycle of their products. Producer responsibility helps to promote:

  • environmentally favourable product planning
  • waste prevention
  • the separate collection and recovery of useful wastes
  • waste reuse and recycling
  • the incorporation of environmental costs into product prices

Producer registration

The national authority responsible for registering producers in Finland - with the exception of the autonomous Åland Islands - is the Centre for Economic Development, Transport and the Environment for Pirkanmaa (ELY-Centre). Producers and producer organisations are obliged to submit their details to the ELY-Centre for Pirkanmaa for the national producer data register. The register only covers companies and producer organisations registered in Finland, which must have an official Business Identity Code (Business ID). Foreign companies may join producer organisations on behalf of the end-user of their products if there is no local entity existing in Finland (for example importer or daughter company).
