Alongside the curbing of emissions, adaptation to changing climate conditions is necessary. Through adaptation, the adverse impacts of climate change can be alleviated and positive impacts capitalised on. Municipalities play a key role in adaptation because they steer land use and planning. In Finland, a crucial issue is how to gain control over the risks involved in more frequent flooding.
Finland has been a pioneer in the implementation of climate policies. The national strategy for adaptation to climate change was revised in 2014.
